I'd call Howard's Top 3 for me. Nostalgic bars in Peoria and the dive we enjoyed playing darts at Miami (OH) equal the other two. Mini-pitchers are a blessing.
As far as a full-bar-feel, I still find myself suckered into the places with their own homebrew to make me think that's the place to be (a couple of Austrian spots were certainly contenders there...)
